- Preheat the oven to 165°C (325°F), using conventional top and bottom heat. Pat the beef dry, season it with salt and pepper, and toss it with the flour until lightly coated.
- Heat the olive oil in a Dutch oven over medium-high heat. Brown the beef in batches for 3 to 4 minutes per side, then transfer it to a plate.
- Reduce the heat to medium. Cook the chopped onion for about 5 minutes until softened, then stir in the garlic and tomato paste and cook for 1 minute more, until the paste darkens.
- Pour in the red wine and scrape up the browned bits from the bottom of the pot. Simmer for 2 minutes, then add the beef broth, Worcestershire sauce, thyme, bay leaves, and beef.
- Bring the liquid to a simmer, cover the pot, and braise in the oven for 1 hour 30 minutes.
- Stir in the carrots, potatoes, and pearl onions. Cover again and return to the oven for 1 hour more, until the beef is fork-tender and the gravy coats a spoon.
- Remove the bay leaves, taste and adjust the salt if needed, and let the stew rest for 10 minutes before serving.
Notes
For a thicker gravy, let the finished stew stand uncovered for a few minutes before serving. Refrigerate leftovers for up to 4 days or freeze for up to 3 months.
